Deputy General Director for Compliance and Safety Management System/Post Holder (Post Holder for Compliance & Safety Monitoring)
Prerequisites:
- 7 years of relevant work experience, of which at least 4 years should be from the aeronautical industry (rotary wings preferable) in an appropriate position; 
- a relevant engineering degree or an aircraft maintenance technician qualification with additional education that is acceptable to the competent authority. ‘Relevant engineering degree’ means an engineering degree from aeronautical, mechanical, electrical, electronic, avionics or other studies that are relevant to the maintenance and/or continuing airworthiness of aircraft/aircraft components;
The above recommendation may be replaced by 5 years of experience in addition to those already recommended by paragraph (d) above. These 5 years should cover an appropriate combination of experience in tasks related to aircraft maintenance and/or continuing airworthiness management and/or surveillance of such tasks;
- thorough knowledge of the organization’s CAME;
- knowledge of a relevant sample of the type(s) of aircraft gained through a formalized training course. These courses should be at least at a level equivalent to Part-66 Appendix III Level 1 General Familiarization and could be provided by a Part-147 organization, by the manufacturer, or by any other organization accepted by the competent authority. “Relevant sample” means that these courses should cover typical aircraft and aircraft systems that are within the scope of work.

Compliance Monitoring duties:
* Perform Work with due quality within the timeframe agreed with the Customer
* Review, update and preparation of the annual audit plan including the audit scope for CAMO, AMO (MRO), OPS, Aerodrome and etc. regulations (standards)
* Review, update and preparation of relevant checklists for audits (CAMO, MRO, OPS, Aerodrome and etc.)
* Review, update and preparation of relevant procedures and blanks (questionnaires, checklists and etc.) for audits and evaluation of contracted and subcontracted organizations (suppliers, training, maintenance and etc.)
* Physical conduct of audits
* Filling out of checklists of carried out audits
* Preparation of audit reports
* Incorporation of revealed non-conformances (finding, observations) into our company’s Q-Pulse program
* Handling of non-conformances (tracking, reviewing provided responses from responsible persons / owners, closure)
* Work with external audits, handle of non-conformances (tracking, review of provided responses from responsible persons/owners, closure)
* Investigation of company occurrences and incidents
* Review, update and preparation of the Compliance Monitoring Manual, Continuing Airworthiness Management Exposition (CAME), Maintenance Organization Exposition (MOE) regarding compliance monitoring (quality) area
* Preparation of quarterly statistical reports to the General Director (trends in the organization’s activities; number of audits performed, number of revealed non-conformances, current rectification status, etc.)
* Drawing up and handling of company goals (targets, objectives, trends)
* Review, update and preparation of all procedures and forms (blanks) used by compliance monitoring (quality) department
* Training and on-the-job training of compliance monitoring (quality) department’s personnel for aviation regulations and methods of conducting audits with subsequent competency assessment of specified personnel
* Updating and drawing up procedures and competency assessment forms for maintenance personnel with subsequent competency assessment of specified personnel
* Checking and preparation of applications to the Agency for obtaining an initial license (AML) by unlicensed maintenance personnel
* Drawing up requirements (experience, knowledge, training) for internal auditors, auditors hired from outside the company, and for auditors who will conduct audits of the compliance monitoring (quality) department’s activities.
Safety Monitoring duties:
* Ensure that the processes required for the effective running of the SMS are established, implemented and maintained
* Report to the Accountable Manager on the performance of the SMS and on any need for improvement
* Ensure Safety promotion throughout company
* Identify and manage SMS improvement programs
* Managing the SMS implementation plan on behalf of the Accountable Manager
* Facilitating hazard identification and safety risks analysis CAMO / OPS / Part 145 / Aerodrome operation
* Monitoring corrective actions and evaluating their results on CAMO / OPS / Part 145 / Aerodrome operation
* Monitoring the implementation of actions taken to mitigate risks, as listed in the safety action plan unless action follow-up is addressed by the compliance monitoring function.
* Maintaining records and safety documentation and ensuring that it meets acceptable standards
* Providing independent advice on safety matters
* Monitoring safety concerns in the aviation industry and their perceived impact on operations aimed at service delivery
* Coordinating and communicating (on behalf of the Accountable Manager) with the regulatory authority, international agencies and other agencies as necessary on issues relating to safety
* Ensuring initiation and follow-up of internal occurrence/accident investigations.
* Facilitate hazard identification, risk assessment and management on CAMO / OPS / Part 145 / Aerodrome operations
* Provide periodic reports on safety performance to the safety review board /CAMO / OPS / Part 145 / Aerodrome operations
* Ensure the maintenance of safety management documentation related to CAMO / OPS / Part 145 / Aerodrome operation
* Ensure that there is safety training available for CAMO / OPS / Part 145 / Aerodrome operation personnel, and that it meets acceptable standards
* Provide advice on CAMO / OPS / Part 145 / Aerodrome operation related safety matters
* Ensure the initiation and follow-up of internal occurrence investigations related to the CAMO / OPS / Part 145 / Aerodrome operation
Relocation to Baku is preferable. All other contract details will be discussed individually.
